ADP’s Kamarainba Refused Bail As SLPP Gov’t Minister Takes Over Party.

It was the Political Parties Registration Commission PPRC that did the removal and replacement of the ADP leadership this week. Keen observers say it was no surprise that the PPRC had decided to remove the jailed Kamarainba Mansaray as leader of the ADP party and then replaced him with his ingrate Deputy Isata Abdulai Kamara who has clearly turned a blind eye on the plight of her former boss. “What do you expect a turned-coat politician like Isata Abdulai serving in the Bio government to do to help Kamarainba? Nothing,” an observer stressed.
 
President Bio and his corrupt SLPP government have always wanted to silence Kamarainba, the fiercest critic of the SLPP government since 2018. And when the opportunity came through a politically motivated rape charge that purportedly occurred in Kono against a teenage girl, Mr Kamarainba Mansaray was arrested in dubious circumstances.

The outspoken Sierra Leone politician Mr Mohamed Kamarainba Mansaray was given double blows this week. First, the politically machinated court in Freetown refused to grant him bail again. And second, Mr Kamarainba was controversially replaced as leader of the ADP party. His backstabbing and mercurial Deputy Haja Isata Abdulai Kamara, who is coincidentally the Resident Minister North West in the ruling SLPP government of President Julius Maada Bio, has taken over the leadership of the ADP party. Incredible politics unfolding in Sierra Leone!

Mr Kamarainba Mansaray was the ADP presidential candidate in the 2018 elections and has been detained for nearly one year ago now and since then, he has been refused bail countless times by the courts believed to be manipulated by the SLPP government of President Bio. President Bio’s ruling SLPP government is the most obviously vengeful, evil, unforgiving, and undemocratic government in the history of Sierra Leone. Violations of the human rights of citizens, especially those who persistently criticise them, are the norms today. That is why Kamarainba, as a classical example, is being targeted and punished. 
 
Political observers do believe the double whammy i.e. (refusal of bail again and replacing Kamarainba as ADP head) executed on the detained politician Kamarainba within few days apart has not come as a surprise and it is no coincidence. “This is a politically motivated orchestration by the SLPP government to further disenfranchise and silent Kamarainba for a very long time in Sierra Leone. Some believe they want Kamarainba dead,” a keen observer noted.

Why Kamarainba was Refused Bail Again on January 26, 2021

Mohamed Kamarainba Mansaray was sent again today Tuesday, January 26, 2021, to prison. Judge Justice Samuel O Taylor refused to grant him bail. The Judge also refused to allow both medical doctors that were in court as ordered by him to report Kamarainba’s medical status in his court. Both medical doctors came today January 26th, 2021 to testify in court in regards to Kamarainba Mansaray’s appalling medical status.
 
As you can recall, Judge SO Taylor ordered after the State Counsel, Umu Sumaray closed her case in December for the medical doctors to come to court and testify on Kamarainba’s medical condition. Justice SO Taylor on countless occasions stated that he will only consider bail on medical and compassionate grounds. (Photo: Mr Kamarainba and Madam Isata in good times)
 
During the court sitting today, 26th January both medical doctors came, ready to testify but the State Counsel objected to their testimony and the Justice SO Taylor agreed with the State Counsel and ruled in her favour that, the medical doctors not testify today.  Remember, this Judge wrote an order in December 2020 for the medical doctors to come to court.

During the court sitting today, the Judge received a phone call, stood the court down, and went to his chambers to talk on his phone. When he returns to the bench after the phone call, his countenance changed and he ruled that he will not allow the medical doctors to testify at this time. 

It’s very apparent and clear that the Judge and State Counsel are playing with the health and life of Mr Mohamed Kamarainba Mansaray. My questions for the Judge, Chief Justice, and our Justice system are as follows:

Why does Mohamed Kamarainba Mansaray not entitle to bail since the allegation is a bailable offence? Is he not protected by our 1991 Constitution? 

Kamarainba needs urgent medical attention and surgery as indicated in his medical report. Is he not entitled to bail so he can attend to his medical needs? 

Do we really have Justice in Sierra Leone? 

What we witness in court today is disgraceful and pathetic, to say the least. It is a shame to see the Judge as he constantly dances to the tune of the State Counsel whenever Mr Kamarainba’s matter comes up in court.

PPRC Rules that the SLPP Minister is New Head of the ADP Party.

PRESS RELEASE:
We can confirm that a very interesting ruling from the PPRC concerning the ADP party of Mohamed Kamarainba Mansaray has been issued this morning. By our deduction, the 13 paged ruling has dissolved the ADP National Executive with immediate effect and pronounced SLPP Resident Minister for North West as the automatic new Head of the ADP party.
 
This is the second political party to have its entire National Executive instantly dissolved in recent times. The first was the Coalition for Change (C4C) party whose entire National Executive was ordered dissolved by the High Court last year.
 
For Kamarainba’s own ADP, according to a reading of a 13 Paged document dated 21st January 2021 but issued this morning of January 25th, 2021, the current resident minister of the Sierra Leone Peoples Party (SLPP) Government, Haja Isata Abdulai Kamara is with immediate effect, the new Head of the Alliance Democratic Party (ADP) in the absence of Mohamed Kamarainba Mansaray who is currently in detention for a bailable offense.

Although the PPRC has made it clear that they had the option to apply to the Supreme Court for an immediate de-registration of the ADP from ever operating as a political party again inside Sierra Leone, the ADP will not be taken to the Supreme Court for de-registration.
 
Rather the PPRC has chosen a route that PPRC says is to protect Sierra Leone’s multi-party democratic culture. The PPRC says it is not going to seek to de-register ADP at Supreme Court because PPRC “would rather not resort to such extreme measures, in furtherance of its desire to promote our multi-party democracy and to nurture our nascent democracy.” In the alternative, the PPRC has thus dissolved the ADP National Executive with immediate effect and created a Caretaker Committee for the ADP. 
 
The new Caretaker Committee is to operate for 6 months only within which a National Convention of the ADP is to be held. The PPRC has ordered that Mohamed Kamarainba Mansaray is to head of the caretaker committee but in his absence, the next person in the hierarchy who was elected in the May 2016 ADP Convention 5 years ago and who has not formally resigned from ADP, is to head the ADP. 
 
This automatically makes Haja Isata Abdulai Kamara be the new Head of the ADP as the elected Deputy Leader and Chairman, Brima Togo, had resigned from the position. Enforcing that preference very clearly, the PPRC stated that as far as they are concerned, the recognised ADP National Secretary-General is Haja Isata Abdulai Kamara. 
 
“By our records, there is an existing Secretary-General of the Party, in the person of Madam Isata Abdulai Kamara, who is yet to resign her position, either expressly or by conduct. At least the Commission is not seized of evidence of her resignation” wrote the PPRC on Pages 9 to 10 of the 13 paged Ruling issued this morning.
 
The PPRC states that one Mr Bamijoko Thomas, who has been signing documents as ADP National Secretary-General, has been committing what borders on criminal forgery for which he could be charged to magistrate court. The PPRC also strongly warns one Mr Nfagie Kabba to immediately stop posturing as Acting Chairman & Leader of the ADP.
 
It is a fact that Mohamed Kamarainba Mansaray, whilst recognised by the PPRC as the Head of ADP, is currently under detention for a bailable alleged offense of sexually tampering with a female who was under the age of 18 years. So his ADP Party, with immediate effect, is now to be headed by SLPP Minister Haja Isata Abdulai Kamara.
